国家民委兴边富民行动“十二五”规划提出,促进特色优势产业较快发展,实行积极的产业扶持政策,依托旅游资源优势,推动文化与旅游的深度融合;大力培育开发具有边境特色的重点旅游景区和线路,鼓励发展边境旅游、民族特色村寨旅游、休闲度假旅游、生态旅游、探险旅游、农业旅游等特色旅游。兴边富民行动实施范围9个省、自治区的136个陆地边境县、旗、市、市辖区,以及新疆生产建设兵团的58个边境团场,都具有丰富的自然旅游资源和人文旅游资源,
