据有报道称,1995年末,上海市高级人才公6.47万人,随着21世纪的临近,退休浪潮正汹涌来临。据估计,上海市高级人才的80%将于2000年前陆续退休,而届时的需求量为16万人,至2010年高级人才的需求量则达26万人。高级人才的紧缺问题正逐渐成为制约上海经济发展的主要因素。高级人才之短缺,不仅是今后10~20年的问题,而且也是当务之急,因而众多企业涌入人才市场寻觅,但实际证明,高级人才在市场中仍属凤毛麟角。 实际上,许多企业在目前人才市场上欲寻得高级经营人才,颇不现实,他们主要在寻求中层管理人才,即使如此,也颇不尽人意。企业在现代人力资源管理上,有很大的差距,只从聘用角度,而不从企业管理之现代化和人力资源管理上作深入的探究,开发、培训原有人才中之佼佼者,本身就是“跛脚”行为。
