2012年3月28日,国务院常务会议决定设立温州市金融综合改革试验区,批准实施《浙江省温州市金融综合改革试验区总体方案》,要求通过体制机制创新,引导民间融资规范发展,提升金融服务实体经济能力,为全国金融改革提供经验。温州金融综合改革引发各界热议,其中关于小贷公司转为村镇银行的问题更是成为关注的焦点。
