杭州市劳动保障部门于2001年着手建立街道(乡镇)劳动保障管理站和社区劳动保障服务室,形成了一个以社区为基础的劳动保障管理服务网络体系,在推进退休人员和下岗失业人员管理服务社会化方面走出了一条体制创新之路。中国社会科学院社会学所社会政策研究中心与杭州市就业管理服务局自2001年下半年开始,对该市就业和失业状况和社区就业服务工作进行调研。本文系根据社会政策研究中心学者在2002年9月撰写的“杭州市个案研究”课题报告节选改编而成。
In 2001, the labor and social security department of Hangzhou started to set up the labor security administration station for towns and townships and the labor and social security service for the community, forming a network system of community-based labor and social security administration service. In promoting the management of retirees and laid-off workers, Socialization has come out of a system of innovation. The Social Policy Research Center of the Chinese Academy of Social Sciences and the Hangzhou Employment Management Service Bureau have started their investigations on the employment and unemployment status and community employment services in the city since the second half of 2001. This article is based on the excerpts compiled by the scholars of Social Policy Research Center from the report of “Case Study of Hangzhou” authored in September 2002.
