我局在实行承包经营责任制中,认真贯彻部、省制订的实行“工效挂钩”办法,结合本局的实际情况,提出了加大企业内部配套改革力度,在利益动力机制和约束机制上下功夫,逐步建立起自我激励、自我发展、自我约束、自我完善的企业经营机制,按劳分配激励机制和综合动态考核的约束机制。几年来,我局多次修订完善了《企业内部承包经营责任制及其考核办法》,明确了实行承包责任制的总则、承包形式、内容、奖惩、考核、否决办法。把“三挂三保”做为承包经营的主要形式,即:奖金总
