今年12月,我国将迎来改革开放30周年。改革开放是决定当代中国命运的关键抉择,是发展中国特色社会主义、实现中华民族伟大复兴的必由之路,是发展中国特色社会主义的强大动力。胡锦涛总书记在新年伊始就明确指出:“我们要按照党的十七大精神,联系党和国家工作全局,对改革开放进行系统回顾总结”。财政是中国特色社会主义事业的重要组成部分,财政改革是经济体制改革的突破口、排头兵。三十年来,财政改革风生水起,渡澜壮阔,为建设中国特色社会主义做出了巨大贡献。为此,本刊从本期起,举办“回顾财政改革三十年”专栏,就财政领域各项重大改革的成效、经验与展望,刊登一些专题文章,以隆重纪念这个具有划时代意义的日子。本刊热忱希望广大财政工作者和关注财政改革的同志们,以高度的热情和责任感投身其间,踊跃撰稿。
In December this year, China will usher in the 30th anniversary of the reform and opening up. Reform and opening up are the key choices that determine the fate of contemporary China, the only way to develop socialism with Chinese characteristics and realize the great rejuvenation of the Chinese nation, and a powerful impetus for the development of socialism with Chinese characteristics. At the beginning of the new year, General Secretary Hu Jintao made it clear that: “We must make a systematic review of the reform and opening up based on the spirit of the 17th National Party Congress and the overall situation of the party and state work.” Finance is an important part of the cause of socialism with Chinese characteristics. Financial reform is a breakthrough point in the reform of the economic system and a vanguard. Over the past 30 years, the fiscal reform has become extremely prosperous. It has made tremendous contributions to building socialism with Chinese characteristics. To this end, since the beginning of this issue, we have organized a special column entitled “Reviewing the Thirty Years of Financial Reform” to publish some articles on the achievements, experiences and prospects of various major reforms in the financial field in order to solemnly honor this landmark epoch day. We sincerely hope that the vast number of financial workers and those concerned about the financial reform will devote themselves to writing with a high degree of enthusiasm and sense of responsibility.
