近几年来,佛冈县人大常委会依法加强预算外资金监督,有效地控制了预算外资金的随意支出。上两年,针对人民群众普遍关注的预算外资金管理有些失控,县政府给某些部门预算外收入支配权力过大,致使部门之间矛盾突出等情况,县人大常委会采取县人大财经工委提前介入,听取工作汇报、调查和检查等多种形式,依法作出了《关于加强预算外资金监督管理办法》,提出建立财政专户管理制度,对有预算外资金收入的单位在四大国有银行集中开设账户,解决账户过于分散,公款私存,难以管理的问题,要求有关单位规范预算
