当今世界,人类面临的发展机遇增多,但面临的挑战也在增加。重大自然灾害频繁发生,重大疫情传播范围扩大,能源资源紧缺和生态环境恶化,事故灾难接连不断。全面、正确认识和妥善应对突发公共事件已成为世界各国面临的共同问题。因此,全面提升政府的应急管理能力,已经成为各级政府不可回避的重大挑战。本文结合我国国情,针对我国城市危机管理的现状,指出了其存在的主要问题及其原因,并提出了进一步完善城市危机管理的措施。
In today’s world, opportunities for human development are on the increase, but the challenges are also on the rise. Major natural disasters occur frequently, the scope of major epidemic spread, the shortage of energy and resources and the deterioration of the ecological environment, followed by accident and disaster. A comprehensive, correct understanding and proper response to public emergencies has become a common problem faced by all countries in the world. Therefore, to comprehensively enhance the emergency management capability of the government has become an unavoidable major challenge for all levels of government. According to the actual conditions of China’s urban crisis management, this paper points out the main problems and their causes, and puts forward measures to further improve the urban crisis management.
