2004年3月22日,国务院印发了《全面推进依法行政实施纲要》(以下简称《纲要》),这是我国行政法制建设的一个重要成就,是依法行政原则在自身不断完善和发展过程中的一个新的里程碑。《纲要》提出了今后十年全面推进依法行政的指导思想和具体目标、基本原则和基本要求以及主要任务和关键措施。在这一新的形势下,如何加快推进县级政府的依法行政成了摆在我们面前迫切需要解决的问题。
