按国家人事部和电力部有关文件要求:“八五”期间要搞好企业管理人员,特别是中层管理人员的“岗位培训,持证上岗”工作,以适应企业改革发展的需要。 企业管理人员管理业务素质不高的情况在我局是突出存在的。不少在岗人员的电力企业管理、法律法规和领导科学知识贫乏,书写电力公文、操作计算机、公共关系和机关工作实务的基本功欠佳,这些都严重制约了机关管理水平和工作效率的提高,使企业管理工作长期处在一种粗放型的水平上。 围绕搞好管理人员岗位培训工作,我们根据国家和上级的要求,结合企业的实际,从1994年开始,在全局范围开展了科级管理岗位通用课程自学考试工作,至今已坚持4年,并取得初步实效。
