(一)改建任务的提出京塘公路是在反动时期修建的。从通县到接近天津的一段,原有路面为3公尺宽的单幅水泥混凝土路面,板厚14~16公分。解放后,这条公路担负的运量不断增长,行车密度每日接近两千辆,但原有路基高度不足,有些地段发生雨季水淹、春季翻浆的现象,路面也损坏很多,已不能满足当前运输的需要。因此,1955年秋季就在原有基础上进行了改建,将路面加宽至7公尺,并有局部的改线和一部分路面的重建。改建工程是由公路总局第五工程局
