从去年7月22日国务院发布关于投资体制改革的决定到现在,已近一年。在此期间,电力建设项目经过了国家加大宏观调控力度、资源约束增加、电站项目清理和环评风暴等洗礼。电力项目投资管理由审批制转变为核准制,这是投资体制改革的关键环节和重要进展,受到电力企业的欢迎。但一年来,电力企业又感到有更大的压力和困难,其中有些是核准制的共性问题,有些是电力行业的特殊问题,企业对这一问题有共同的诉求。
From July 22 last year, the State Council released the decision on the reform of the investment system up to now, nearly a year. In the meantime, the power construction projects have been baptized by the state as a result of intensifying macroeconomic regulation and control, increasing resource constraints, cleanup of power station projects, and storm of the EIA. Power project investment management from approval system into approval system, which is the key aspects of investment system reform and important progress, welcomed by power companies. However, over the past year, the power companies feel more pressure and difficulties. Some of them are common problems in the approval system. Some are special problems in the power industry. Enterprises have common aspirations on this issue.
