19世纪70年代以来,澳大利亚联邦政府一直对私立中小学提供持续稳定的经费支持,私立中小学的经常性经费资助从SSRI模型到ERI模型再到SES模型几经变革,但按需拨付是其始终不变的原则。现行SES模型拨款向弱势群体倾斜,增强了弱势群体教育选择的能力,同时兼顾私立中小学的市场筹资能力,实现了公平与效率的改进。
