目的分析祁阳县法定传染病漏报原因,探讨其解决方法,为基层医疗卫生单位法定传染病漏报问题提供改进依据,确保法定传染病发病信息准确。方法按照《湖南省2011年医疗机构法定报告传染病和死亡病例漏报调查方案》方法和内容,对辖区内4家县级医院和20家镇级医院开展法定传染病漏报率调查。根据自行设计“法定传染病漏报问卷调查表”对该24家医院的疫情报告员、门诊医师、住院部医师及医技科医技人员进行面对面问卷调查。结果祁阳县法定传染病漏报率为21.74%,县级为6.50%,镇级为34.89%;诊治医生未填写传染病报告卡是漏报的主要原因占92.31%,其中诊治医生怕麻烦不填报传染病报告卡占47.50%,医院不重视相关科室无报告卡占29.17%,科室之间相互推诿未填报传染病报告卡占20.83%。结论加强医务人员报病责任感,增强医务人员报病自觉性,采取有效的干预措施是降低法定传染病漏报率最有效的办法。
Objective To analyze the causes of the omission of the notifiable infectious diseases in Qiyang County and to find out ways to solve the problems, to provide evidence for improving the omission of the notifiable infectious diseases in primary medical and health units and to ensure that the information of the legal infectious diseases is accurate. Methods According to the methods and contents of “Investigation Report of Infectious Diseases and Death Cases Statutory Report of Medical Institutions in Hunan Province in 2011”, a survey was conducted on the omission of notifiable infectious diseases in 4 county-level hospitals and 20 towns-level hospitals in the area. According to the “Questionnaire on False Report of Statutory Infectious Diseases” designed by ourselves, face-to-face questionnaires were conducted on epidemic situation raters, outpatients, inpatient physicians and medical technicians in the 24 hospitals. Results The omission rate of notifiable infectious diseases was 21.74% in Qiyang county, 6.50% in county level and 34.89% in township level. 92.51% of the main reasons for omission of infectious disease report card were for diagnosis and treatment doctors, Infectious disease report card accounted for 47.50%, the hospital does not attach importance to the relevant departments without reports card accounted for 29.17%, pushing each other between departments not reported infectious diseases report card accounted for 20.83%. Conclusion It is the most effective way to reduce the false negative rate of statutory communicable diseases by strengthening the sense of responsibility of the medical staff to report ailments and enhancing the conscientiousness of the medical staff to report the disease.
