地方政府在实施主体功能区规划过程中存在“功能区”与“主体功能区”及其类别等语义相混乱、“限制开发”与“限制发展”含义相混同、主体功能区划与其他国土规划相混淆等理论困境,并面临主体功能区规划政策体系不完备、现行绩效考核制度不科学这两大现实阻力.因此,有必要在主体功能区规划实施过程中进一步厘清和丰富相关理论认识,建立健全相关配套法律体系,促进不同类主体功能区之间的合作互助,建立科学合理的差别化绩效考核体系,不断推进区划战略的落实与创新.
