2013年5月17日,广东省药品交易管理办公室发布《广东省药品交易规则(试行)(征求意见稿)》(下称《药交规则》)等5个文件并公开征求意见。在借鉴重庆药品交易所的第三方采购平台机制和安徽模式的“双信封制”的基础上,广东省意欲对延续多年的传统招标制度推倒重来。然而,《药交规则》一经发布,便激起医药行业的千层浪。当日数家药企的股市随即大跌。中国医药企业管理协会、中国中药协会等五家协会,也联名致信主管部门,要求广东省对《药交规则》进行“根本性修改”。
On May 17, 2013, the Guangdong Office of Drug Transaction Management released 5 documents including the Rules for the Trading of Pharmaceuticals in Guangdong Province (for Trial Implementation) (Draft for Comment) (the “Code of Pharmacopoeia”) and solicited public comments. On the basis of referring to the third-party purchasing platform mechanism of Chongqing Pharmaceutical Exchange and the “double-envelope” of Anhui model, Guangdong intends to reinstate the traditional bidding system that has lasted for many years. However, the promulgation of the “Code of Diplomacy” has sparked waves in the pharmaceutical industry. The same day several pharmaceutical companies stock market plunged immediately. China Medical Association, China Association of Chinese Medicine and other five associations, also letter to the competent authorities jointly requested Guangdong Province, “Code of Pope” for “fundamental change.”
