时下,一些单位的领导为查找和整改本单位及领导干部中存在的问题,召开干部职工大会、群众座谈会,鼓励大家提意见、建议。这本是一种听取群众意见的渠道和办法,但往往收效不大。通常这样的提意见座谈会,大部分人不主动发言,被点到名不得不发言时,也是尽量回避敏感话题、焦点问题和尖锐问题。整个座谈会,与会者所谈话题要么泛泛而谈、隔靴搔痒,要么小心翼翼、口讷不言,要么转移话题、言不及义,这样的提意见无异于流于形式。造成这种结果的原因,主要是在现实中,确实有一些领导听不进群众意见,对群众提出的意见不是“闻过则喜”,积极采纳并加以改正,而是“闻过则怒”,甚至打击报复,暗地里给穿小鞋,致使群众心存疑虑,心有余悸。所以,尽管一些领导“言辞恳切”地“请”群众提意见,但他们还是不敢当面讲真话、实话。 Nowadays, the leaders of some units, for the purpose of finding and rectifying problems existing in their own units and leading cadres, hold cadres and workers’ conferences and mass forums and encourage them to make suggestions and suggestions.
