农村土地流转制度是指农村家庭将承包的土地保留承包权,依法将经营权转让给其他农户或者其他经济组织的行为。农村土地流转是新时代下农村经济发展进步的表现。在国家大力发展现代农业,重视农村经济发展的大趋势下,农村土地流转问题成为社会各界关注的焦点问题。为了使农村土地流转制度更加规范,高效运转,必须针对其弊端和实践中的不足之处提出合理的法律建议,对其作出合理的法律规定。
