主任会议听取地方性法规实施情况报告,吻合常委会领导将其作为掌握法规实施动态一个重要渠道的思想。鞋子合不合脚,只有穿了才知道。一件地方性法规是否符合辖区经济社会发展实际,只有实施了才清楚。法规贯彻、落实是否到位,执法者和利益相对人最有发言权。2015年5月18日,重庆市人大常委会第三十六次主任会议首次集中听取《重庆市突发事件应对条例》等六件法规实施情况的报告。
