人才外流已成为世界性的社会现象,从欠发达国家流到发达国家。面对全球性的人才外流,世界上越来越多的国家,特别是发展中国家和欠发达国家,即人才流出国纷纷采取吸引人才的优惠措施,来吸引和保护人才。我国也十分关注人才外流问题,并且其状况也不容乐观。据统计,改革开放 20年来,我国前往世界各地留学人员近 30万人,已有 10余万人学成归国。当然,在全球化趋势下,限制和阻拦出国留学既不可能,更不可取。“良禽择木而栖”,这是可以理解的,出国留学接受世界一流的教育,对发达资本主义经济实际运作有切身的了解,学习先进技术和管理经验,对我国的发展也是必需的。问题是,为了让他们回来,我们应该和能够做些什么。近年来,我国在吸引留学人员回国创业上,制定了一些很开明的政策,回国创业者与日俱增,为国服务,报效祖国已成为众多留学人员的爱国情。我刊本期将围绕这一主题展开专题讨论,以引起大家的关注。
Brain drain has become a worldwide social phenomenon, from less developed countries to developed countries.
