一般而言T-72中型坦克的研制可以追溯到1967年8月15日,当天苏联部长会议做出了“关于苏联军队装备新式T-64中型坦克,并发展该坦克生产设施”的决议。根据这道命令T-64中型坦克不仅仅要在哈尔科夫马雷舍夫运输机械厂投产,全苏联各坦克厂都要转产T-64中型坦克,其中也包括当时正在生产T-62中型坦克的下塔吉尔乌拉尔机车车辆厂。当时T-64中型坦克获得了苏联最高决策层的青睐,时任苏共中央书记的乌斯季诺夫和装甲兵元帅波卢博亚罗夫都是T-64中型坦克的坚定支持者。
