案件新闻应当体现公安新闻的核心功能。公安新闻的核心功能是通过对公安机关依法维护社会治安秩序,保障社会和公众安全的事实报道,满足公众对社会安定的需要,并更进一步通过舆论力量,减弱社会不安定因素,营造社会安定的良好的舆论氛围。案件新闻通过对案件的发生以及公安机关及其警察对案件的处理活动的报道引导公众的守法意识和行为,打击和制止违法犯罪行为。要达到这一目的,案件新闻的传播方式应该是以对效果实现的控制作为传播的中心,以对事实传播效果的管理来进行事实的传播。案件新闻事实的特定性决定了它所期望的传播效果是满足公众对社会安定的需要,并更进一步通过舆论力量,减弱社会不安定因素,营造社会安定的良好的舆论氛围的核心目的。当然,这种效果的获得是分层次的,表现为认知的、情感的、态度的和行为的四个层面。
