依据西夏文献寻找并分析《辽史.西夏外纪》里的“团练使”和“刺史”两个官职与西夏官阶的对应关系,西夏并没有“州”和“县”的建制区别,党项语中相当于“刺史”的“城主”一词在人们心目中只相当于县令。这个结论可以解释《辽史》所记西夏团练使和刺史品级差距过大的缘故。
Based on the documents of Xixia, this paper tries to find and analyze the correspondence between the two official posts of “Tuan Lian Shi” and “Ci Shi Shi” in the Liao History and Xixia Outer Age and the Xixia Official Order. Xixia does not have “state” and “county” “Party building, the equivalent of ” Ci Shi “in the party terms ” city master “in the minds of people only equivalent to county magistrate. This conclusion can explain the ”Liao history" recorded in the Western Xia Tailian and provincial governor grade gap too large reason.
