社会组织作为社区居家养老服务的重要供给者,存在着参与积极性不足、运行不畅等问题。究其症结在于政府激励理念的落后、激励制度的缺失、绩效考核体系的不健全。因此,应从完善相关政策法规、建立合理的绩效考核激励机制以及建立多样性、灵活性激励方式这三个层面解决当前社会组织参与社区居家养老服务的困境、促进社区居家养老服务的发展。
As an important provider of community-based old-age care services, social organizations have some problems such as insufficient enthusiasm for participation and poor operation. The crux of the matter lies in the backwardness of the government’s incentive concept, the absence of the incentive system and the imperfect performance appraisal system. Therefore, we should solve the current social organizations’ participation in the plight of community home-based pension services and promote the development of community-based home-based pension services from the following three aspects: perfecting related policies and regulations, establishing a reasonable performance appraisal and incentive mechanism, and establishing diversified and flexible incentive modes.
