京津冀大气污染治理是京津冀区域环境治理的重点,也是促进京津冀经济一体化的重点。我们要打破各省市之间职能部门的行政区划限制,以区域整体利益为出发点,统一规划、统一监测、统一监管、统一评估、统一协调。在区域联防联动思想下,完善区域立法,建立区域联合执法保障机制,完善生态补偿机制及排污交易机制,并且明晰主体之间的合理义务分配和明确区域之间合理责任分配。这样来促使京津冀大气污染联防联控机制的更好运作。
Beijing-Tianjin-Hebei air pollution control is the focus of Beijing-Tianjin-Hebei regional environmental governance, but also to promote economic integration of Beijing, Tianjin and Hebei focus. We must break the administrative division restrictions of functional departments between provinces and cities and take the interests of the entire region as a starting point.
