爲了加速國家經濟建設,逐步提高人民物質和文化生活水平,並促進人民節約儲蓄,茲决定發行一九五五年國家經濟建設公債。此項公債條例已提請全國人民代表大會常務委員會第三次會議通過,並已由主席公佈。公債發行總額爲人民幣六萬億元,定於一九五五年一月開始發行,除分配給各地區的推銷計劃數字另由財政部通知外,茲對推銷公債的有關問題,作如下指示:
In order to speed up the economic construction of the country, gradually raise people’s material and cultural life and promote people’s saving, it is hereby decided to issue the national economic construction bonds in 1955. The Bonds Ordinance has been submitted to the Third Session of the Standing Committee of the National People’s Congress for approval and has been announced by the chairman. With a total issuance of government bonds totaling Rmb6,000bn and scheduled to be released in January 1955, with the exception of the MOF allocated to each region, the MOF will issue the following instructions on issues relating to the promotion of government bonds:
