“互联网+”计划意味着互联网与传统产业的结合,互联网已成为驱动中国转型升级的内在引擎。对环境执法来说,“互联网+”计划是推动执法进行新一轮转型的外在动力和必要途径。为此本文研究提出移动执法的路径:执法理念的植入、人员的培训、技术的支持,在互联网+的平台上实现软件、硬件和人员相结合的系统性工程。 “Internet + ” plan means that the combination of the Internet and traditional industries, the Internet has become the internal engine driving China’s transformation and upgrading. For environmental law enforcement, the “Internet + ” plan is an external impetus and a necessary way to promote law enforcement in the new round of transformation. Therefore, this paper proposes the path of mobile enforcement: the implantation of law enforcement concept, the training of personnel, the technical support and the systematic engineering of combining software, hardware and personnel on the internet + platform.
