中国经济体制和企业制度的变革,改变了原国有和集体企业职工的地位;在市场经济的环境中,劳动者处于弱势地位,应受法律的特殊保护,工会肩负着维护职工群众合法权益的基本职能,如何最大限度地维护广大职工的合法权益,主要是坚持和深化平等协商、集体合同制度,健全和完善以平等协商、集体合同制度为主体的协调企业内部劳动关系、维护职工经济利益的协调机制。还要坚持和深化职工代表大会制度。
