当前,乡镇企业潜亏挂帐损失严重,原因主要有二:一是由于流动资产潜亏所引起的损失。(1)社会主义市场经济体制建立初期,企业设备不断更新和技术改造,改造后老配件由新配件所代替,部分老配件成为淘汰品,形成报废损失。(2)库存原材料因水灾或其他原因残损霉变。(3)一些企业管理不善,内部控制不严,成本核算不够准确,耗用定额不够合理,造成材料、物资短少亏库等,造成损失。(4)由于产品品种规格不断翻新,老产品不畅销,帐面实际价高于市场售价,根据“保本销售”计算,出现损失。二是由于无法收回的往来坏帐所引起的损失。
