目的为完成对第十四届省运会传染病聚集性疫情及突发中毒事件公共卫生风险管理,为成功举办省运会提供公共卫生安全保障。方法风险管理过程依据国家质量监督检验检疫总局、国家标准化管理委员会共同发布的《风险管理原则与实施指南》(GB/T24353-2009),明确环境信息、风险评估、风险应对等三个步骤的要求完成。其中,风险评估工作按照中国疾病预防控制中心《突发事件公共卫生风险评估技术方案》要求,确定风险准则并采取Delphi法与专家会商相结合的形式完成。结果传染病聚集性疫情风险中,排在前三位的依次是:霍乱、流行性感冒和甲型H1N1感染;突发中毒事件风险中,排在前两位的是食品安全事故和生活饮用水污染。根据风险评估结果,分别于省运会前和省运会中采取有针对性的风险应对措施。结论采取规范的风险管理程序,可节约大型活动突发事件公共卫生风险管理成本、提高风险管理效率。建议研究制定突发事件公共卫生风险管理程序专项行业标准。
The purpose is to complete the public health risk management of the epidemic of communicable diseases and sudden poisoning incidents at the 14th Provincial Sports Games, and to provide public health security for the success of the Provincial Games. Methodology The risk management process is based on the “Guidelines for Risk Management and Implementation Guidance” (GB / T24353-2009) issued jointly by the General Administration of Quality Supervision, Inspection and Quarantine and the State Standardization Management Committee to clarify the requirements of the three steps of environmental information, risk assessment and risk response carry out. Among them, the risk assessment work is conducted in accordance with the requirements of the “Disease Prevention and Control Public Health Risk Assessment Technical Program” of China Center for Disease Control and Prevention to determine the risk criteria and take the form of a combination of Delphi method and expert consultation. Results Among the top three epidemics of contagious diseases, the top three were cholera, influenza and type A H1N1 infection. The top two in the risk of sudden poisoning were food safety accidents and drinking water Pollution. According to the results of the risk assessment, we adopted targeted risk response measures before the provincial games and the provincial games. Conclusion Taking a standardized risk management procedure can save the public health risk management cost of large-scale event emergencies and improve the efficiency of risk management. It is suggested to study and formulate special industry standards for public health risk management procedures for emergencies.
