鼓励与引导失地农民创业,不仅是实现失地农民生计可持续的有效途径,更是实现和谐社会构建、城乡差距缩小等战略目标的重要保障。但是,这种鼓励与引导切不可盲目,因为失地农民的创业能力存在个体差异,鼓励与引导的必须是具备一定创业能力的失地农民。那么,如何科学评价失地农民的创业能力至关重要。从自身能力禀赋、自然环境、经济环境、政策环境四个方面共选取14个评价指标,构建了失地农民创业能力评价指标体系,并结合运用网络层次分析法和熵权法对每个指标进行组合赋权。研究发现,人际交往能力、思维分析能力、行为执行能力、语言表达能力、人口密度、融资渠道畅通程度等指标是影响失地农民创业能力的主要因素。
To encourage and guide the landless peasants to start their own businesses is not only an effective way to realize the sustainable livelihood of landless peasants, but also an important guarantee for achieving the strategic goal of building a harmonious society and narrowing the urban-rural gap. However, such encouragement and guidance must not be blind, because there are individual differences in entrepreneurial abilities of landless peasants, and encouragement and guidance must be landless peasants with certain entrepreneurial abilities. So, how to scientifically evaluate the entrepreneurial capacity of landless peasants is of crucial importance. This paper selects 14 evaluation indexes from four aspects of their natural endowments, natural environment, economic environment and policy environment, constructs the evaluation index system of entrepreneurial ability of landless peasants, and combines each index with the method of network hierarchy analysis and entropy method Empowerment. The study found that interpersonal communication ability, thinking analysis ability, behavior execution ability, language ability, population density, financing channels and other indicators are the main factors affecting the entrepreneurial ability of landless peasants.
