党的“十八大”启动了新一轮大部制改革。大部制改革的成败关键在人,因此公共部门人力资源管理的革新是大部制改革的重点。本文在分析我国公共部门人力资源管理存在问题的基础上,阐述了大部制改革为公共部门人力资源管理改革提供的机遇,并着眼于公共职能的转变和公职人员的持续成长,提出了革新我国公共部门人力资源管理的策略与建议。
