为进一步完善政企分开、厂网分开、主辅分开的基础上,按照管住中间、放开两头的体制构架,有序放开输配以外的竞争性环节电价,有序向社会资本放开配售电业务,有序放开公益性和调节性以外的发用电计划,企业将面临市场格局的深刻变化。人力资源作为企业重要的生产力,如何在人力资源管理及配置上不断更新、创新,吸引人才、培养人才、用好人才、留住人才,是企业必须要解决的问题。本文对企业人力资源管理现状及存在的主要问题进行了分析,结合近年来企业在人力资源改革中的探索,提出了相应的策略。
In order to further improve the separation between government and enterprises, separate factories and networks, and separate main and auxiliary businesses, we should liberalize the competitive electricity price outside the transmission and distribution orderly and release it to the social capital orderly according to the institutional framework that controls the middle and the two ends. Placing electricity business, orderly liberalize the plan of generating electricity other than public welfare and regulatory, enterprises will face profound changes in market structure. As an important productive force of an enterprise, how to continuously update and innovate human resources and attract talents, train qualified personnel, use qualified personnel and retain qualified personnel are the problems that must be solved by enterprises. This paper analyzes the status quo of human resources management in enterprises and the main problems that exist, and puts forward corresponding strategies in combination with the exploration of enterprises in human resources reform in recent years.
