Since the founding of New China, the party and state leaders have paid great attention and emphasized the development of the western region and successively proposed the strategic concept of developing the west. In particular, the strategy of “developing the west regions” was further proposed and launched at the end of the 20th century and the “great development of the western region is the key to talent development.” Compared with the eastern part of the western region, there are serious problems in the construction of the contingent of qualified personnel in the western region. The problems are as follows: the shortage of qualified personnel and the low education level; the incomplete knowledge and skill structure of the contingent of qualified personnel; and the serious shortage of scientific and technological personnel and management personnel.
