从负外部性严重和出口定价权缺失两问题出发,分析稀土行业政策框架的形成机制。将政府纳入决定因素,构建基于扩展的钻石模型的稀土行业政策框架,探讨相关政策的目的与目标,力图为我国稀土行业的绿色健康、可持续发展提供思路与启示。
From two aspects of the serious negative externalities and the lack of export pricing power, this paper analyzes the formation mechanism of policy framework of rare earth industry. The government will be included in the determinants to build a rare earth industry policy framework based on an extended diamond model and explore the purpose and objectives of the relevant policies in an effort to provide ideas and inspiration for the green, healthy and sustainable development of the rare earth industry in our country.
