“多中心治理”最早由埃莉诺·奥斯特罗姆提出,该理论以自主治理为基础,强调公共物品供给主体的平等化和多元化、治理手段的多样化,注重引导型政府职能的形成。社会组织作为一种主体力量参与社会治理,在社会建设中发挥着越来越重要的作用。本文通过分析多中心治理理论在我国社会组织发展中的适用性和局限性,提出社会组织要在决策方式、财务管理、人事安排等方面提升自主治理能力,政府要把握“元治理”角色从而促进社会组织发展。
