教育部网站不久前公布了《教育部关于修改和废止部分规章的决定》,取消了《小学管理规程》中可向非本地户籍学生收取借读费的规定。教育部修改和废止部分规章有两方面原因:一方面是对于在规章中引用的有关法律、行政法规、规章名称或者废止、失效的规定作出修改,另一方面是因为有的规章中一些内容明显不适合经济社会发展和教育改革发展的要求。
