随着房地产开发企业间竞争的不断加剧,有效的土地资源不断减少,土地成本越来越高,人工、材料价格的不断上涨,造成项目开发成本的不断攀升,从而使项目开发风险加大。那么房地产企业如何合理有效地控制项目的开发成本,从而减少或有效规避开发风险,使有限的资金创造出更大的经济效益,就显得至关重要。合理有效地控制项目开发成本,贯穿于项目投资决策阶段、设计阶段、项目发包阶段和实施阶段,可以说是一个系统控制过程,它具有全员性和全过程性的特点。虽然项目开发建设的各个阶段成本控制各有其特点,所起的作用和重要程度也有所不同。但笔者认为房地产开发项目成本控制有二个关键阶段:设计阶段和施工阶段。
