近几年来,我国的犯罪现象出现了许多新的变化,其中青少年犯罪在各类犯罪中的比例由五十年代的20％上升到了现在的70％左右。犯罪年龄明显地趋向低龄化。青少年犯罪严重地危害了社会的公共安全,扰乱了社会的安定团结和稳定发展,无疑已成为令人忧虑的一大社会公害。 青少年犯罪为什么会呈大幅度上升的趋势呢?这固然有着各种各样的原因,但是其中一个重要的原因就是因为他们的法律意识太差。尤其是少年,他们不谙世事,对于错综复杂、形形色色的社会现象缺乏认识。有的不管别人的行为正确与否,凭着自己的兴趣一味地机械模仿,因而不知不觉地触犯了国家的刑律,有的听任他人的教唆,糊里糊涂地走上了犯罪道路。笔者曾经到某劳改所询问一位年满16岁的犯故意伤害罪的少年犯,“你懂不懂得打别人是侵犯了他人的人身权利?”他断然地回答道:“我不懂得什么侵不侵犯他人的人身权利,只知道他打了我大哥,我很恨他,所以大哥要我打他,我就打他,这也算犯罪吗?如此的法律意识,怎会不走上违法犯罪的道路呢?由此可见,深入广泛地在少年中开展普法工作,是一项非常必要而且大有可为的工作。
