重庆市通过的《政府部门行政首长 问责暂行办法》,已从7月1日起施行。 《办法》通过18种问责情形和7种追究 责任,对政府行政部门“一把手”及副职 追究其不履行或不正确履行法定职责的 责任,小至诫勉、批评,大至停职反省、劝 其辞职等。 重庆市的“问责制”对引导权力的公 正使用具有一些实质性内容,《问责办 法》规定如下行为将被追究责任:效能低 下,执行不力,致使政令不畅的;责任意 识薄弱,致使公共利益或管理相对人合 法权益遭受损失或造成不良社会影响
