The U.S. president recently submitted to Congress his 1995 budget for his government. With a slight reduction in the total number of forecasts, the budget for science and technology has shown a slight increase. This shows Clinton's determination to enhance economic and technological development through science and technology. The 1995 research and development budget proposed in the report totaled 73 billion U.S. dollars, an increase of about 2 billion U.S. dollars over 1994. 47% of which will be used for civilian research and development, the same as this year. The budget proposes a 2% increase in basic research funding for government civilian agencies and a 5% increase in funding for application and development research. Research funding for universities will increase by 437 million U.S. dollars to reach 12 billion U.S. dollars. But a rise probably still can not offset research costs of inflation.
