船山继承并发展了中国历史上“天下为公”的伦理命题,创造性地提出“公天下”的思想,并对之作出了深刻的阐释论证,以之来洞察文明机理、揭橥历史进程、品评人物是非,建构起了颇具特色的价值哲学和历史哲学理论体系。首先,船山之“公天下”奠基于“天下是天下人的天下”之价值判断,力主以维护天下人的整体利益和根本利益为最高价值指向,提出了“不以一人疑天下”“不以天下私一人”的价值观念,要求生活于天下的所有人都应当而且必须将自身的个人利益与天下人的利益有机地结合起来,寻求与他人利益和社会
