国有资产究竟采用一种什么样的管理类型,才能适合我国国情,顺应改革潮流,与我国社会主义经济的发展和经济体制改革的要求相适应,是一个很值得深入探索的问题。一、传统体制下国有资产管理的主要问题国有资产即归属国家所有的资产,它是我国经济发展不可缺少的物质条件,因而国有资产对社会主义经济的发展具有重要意义。但是,长期以来,由于种种原因,我国国有资产的管理一直没有纳入正常的轨道,集中表现在以下方面:
