自治区八届人民代表大会常务委员会第二十四次会议通过了《自治区实施〈城市房地产管理法〉办法》,它的颁布施行,标志着我区房地产业纳入了有法可依,依法管理的轨道。党的十一届三中全会以来,特别是近几年推行城镇住房制度改革、国有土地使用制度改革和房地产综合开发建设体制改革以来,我区同全国一样房地产业发展迅速,取得了可喜的进展。无庸置疑,房地产业管理无序、无法可依的状况,出现了一些亟待解决的问题。主要表现在一是土地批租热、设立开发区热,造成建设用地供应量失控,国家土地资源流失;二是房地产开发投资结构不合理,房地产开发企业过多过滥;三是房地产市场机制不健全,交易行为不规范,交易价格混乱。国家为了加强对城市房地产的管理,制定了《城市房地产管理法》。针对我区
