According to the “Report on the Proposal for the Modernization of the Beijing-Shanghai Railway” approved by the State Science and Technology Commission in April 1987, the Beijing-Shanghai line will be modernized with electrification and electronics as the core and with the transportation capacity as the main objective. In order to further study the ways to strengthen the transport capacity of the busy section of the railway line, from April 1988 onwards, the Ministry of Railways 4 Survey and Design Institute, the Ministry of Railways Science and Technology Information Institute and the Shanghai Railway Bureau Science and Technology Commission jointly assume the Ministry of Railways issued the " Beijing-Shanghai line busy section to strengthen transport capacity
