朱镕基、胡锦涛在全国市县乡机构改革工作会议上作重要讲话●中央的决策是慎重的,决心是坚定的●整顿执法队伍,实行集中综合执法●清退临时人员,归并事业单位全国市县乡机构改革工作会议2月2日在京召开,中央政治局常委、国务院总理朱镕基,中央政治局常委、国家副主席胡锦涛出席会议并作了重要讲话。朱镕基指出:市县乡机构改革是2001年全国改革工作总框架的重要组成部分。各级党委和政府要高度重视,扎实工作,把这项改革进行到底,绝不能虎头蛇尾。他强调:中央对市县乡机构改革的决策是慎重的,决心是坚定的。市县乡机关中存在的机构重叠、人员臃肿、角色错位的现象和形式主义、官僚主义作风,已经严重影响党和政府与人民群众的血肉联系,妨碍社会主义市场经济体制的正常运行,并且容易滋生腐败,非改不可。为了推进市县乡机构改革,中央在财政补助、分流人员的社会保障等方面制定了相应的政策。各地一定要认真领会中央的精神,坚定搞好市县乡机构改革的决心和信心。胡锦涛在讲话中指出,这次市县乡机构
