“新疆回队”完全是一支为维持和巩固杨增新个人统治效力的军队。杨增新正是继承和发展了历代统治“以夷治夷”之手段,利用新疆广大少数民族的宗教感情,牢牢地控制住了这支军队,并利用它为自己的统治服务。虽然“新疆回队”在许多活动中具有保卫祖国、安定社会秩序的性质,但它毕竟服务于杨增新的个人统治,充当了扼杀新疆革命和镇压人民的工具。
