This background material was drafted by Dr. A. Carter under a contract from the Technology Council. The latter is often commissioned to publish such material so that the technical assessment is kept up to date. These documents are what Congress regularly consults. At the time of Dr. Carter’s writing, L. Preslers and P. Codgarth of the Senate Foreign Relations Committee had requested that the articles be made available to the commission as soon as possible. The Technology Council has published this article and is convinced that it will make congressional members and the public interested. The background material of the Council for Technology Council is different from the formal technical evaluation document. The background material usually only serves as a general comment or investigates current technical problems encountered to determine whether it is worth making a comprehensive and detailed review. On March 22, 1984, the Technology Review Board, under the direction of the Council for Technology Council, will make a formal comment on the issue of “new ballistic missile defense technology.” This background material will serve as a starting point for technical reviews. This article was prepared under the guidance of L.S. John (Deputy Director of the Energy, Materials and International Security Department) and P. Schaffman (Program Manager) for the International Bureau for Technology Security’s program on international security and communications.
