公平负担是市场经济的一般要求,也是社会主义市场经济发展中应始终注意遵循的一项原则。目前道路和车辆收费管理中一个突出问题是收费负担不公平,养路费等项收费,基本上都是按车辆吨位大小或个数征收,用车与不用车负担一样,多用车与少用车负担一样,没有体现“多用路者多负担,少用路者少负担”的原则,造成社会负担的不平衡。为了解决这个问题,在交通和车辆税费改革中必须努力贯彻公平负担的原则,真正做到“多用路者多负担,少用路者少负担”。
