实现西藏跨越式发展是党和国家的基本国策。但是,由于西藏受特殊的自然、地理、历史、文化因素的制约,影响西藏跨越式发展的因素还很多,对这些因素进行研究分析不仅是必要的,也是推进西藏跨越式发展的重要前提条件。本文从民族法制建设这一角度,在阐述“加强民族法制建设是实现西藏跨越式发展的必然要求”的基础上,分析了西藏民族法制建设中存在的一些问题,并提出了一些建设性意见。
Realizing the leapfrog development of Tibet is the basic national policy of the party and the state. However, because of the special nature, geography, history and culture constraints of Tibet, there are still many factors that affect Tibet’s leapfrog development. Studying and analyzing these factors is not only necessary, but also an important precondition for promoting the great-leap-forward development of Tibet. This article from the perspective of building a national legal system, on the basis of elaborating “Strengthening the construction of national legal system is an inevitable requirement for the development of Tibet by leaps and bounds”, analyzes some problems in the construction of the legal system of ethnic minorities in Tibet and puts forward some constructive opinion.
